The Dr. B.R. Ambedkar Library was inaugurated on April 14, 2017, in the esteemed presence of Honorable MP Shri Nishikant Dubey, Honorable MLA Shri Narayan Das, Honorable MLA Shri Badal Patralekh, former Minister Shri Krishnanand Jha, Bihar Government, former Minister Shri Suresh Paswan, Jharkhand Government, former Deputy Commissioner of Devghar Shri Arwa Rajkamal, and former Police Superintendent Mrs. Vijayalakshmi.
The ground floor is exclusively dedicated to students and persons with disabilities. Its construction, partly funded by the Social Welfare and Urban Development Department of the Jharkhand Government, was completed at an approximate cost of 1.6 million rupees. The ground floor is equipped with amenities such as shelves, sofa benches, tables, water purifiers, inverters, batteries, LED TVs, CCTV cameras, and a collection of books. It has a capacity for 100 students and is also furnished with two rooms allocated for group discussions.
In 2018, the construction of the first floor was undertaken by Honorable MP Shri Nishikant Dubey at a cost of approximately 1.7 million rupees. This floor houses additional amenities such as computers, bookshelves, water purifiers, projectors, and seating for about 150 students. The second floor, funded by Honorable MLA Shri Narayan Das at a cost of approximately 2.4 million rupees, was inaugurated in September 2019. Similar to the other floors, it provides facilities for reading, along with provisions for guest lectures and discussions.
Finally, the third floor features a large shed constructed by the Library Management Committee through social welfare contributions, accommodating approximately 100 to 150 students with seating arrangements, tables, and other essentials—all made possible through the support of the community.
The Dr. Bhim Rao Ambedkar Library in Devghar boasts several remarkable features that distinguish it as a beacon of knowledge and opportunity:
- Enrollment: Over 9153 students from all strata of society, comprising 8205 male and 948 female students, have enrolled in this esteemed institution.
- Inclusivity: Serving not only the students of all ten blocks within the Devghar district but also extending its benefits to neighboring Bihar's regions like Bokaro, Jamui, and others.
- Accessibility: Operating 24/7, accommodating the study needs of approximately 60-70 students even during nocturnal hours.
- Infrastructure: Facilitating a conducive learning environment with 98 cupboards, 160 sofa benches, and 104 tables spread across the library's premises.
- Amenities: Provision of uninterrupted power supply through a combination of government electricity and backup arrangements including 10 inverters and 1 generator.
- Hygiene: Regular cleaning routines are upheld with thorough cleaning conducted on all four floors of the library, along with separate restroom facilities for students.
- Security: Ensuring safety through the installation of 48 CCTV cameras both inside and outside the library premises, monitored via 3 TV screens on the ground floor.
- Community Engagement: Organizing guest lectures by esteemed professionals, including civil servants, doctors, engineers, to enrich the educational experience.
- Technological Integration: Employing modern systems such as barcoded IDs for students, manual and online attendance tracking, and computerized monitoring facilities.
- Cultural Enrichment: Providing a rich repository of English and Hindi newspapers along with magazines to foster a habit of informed reading among students.
- Academic Support: Offering a comprehensive collection of approximately 19,000 books catering to various competitive exams and academic pursuits.
- Community Oversight: Governed by a 17-member management committee ensuring the library's operations align with the needs of the community.
- Philanthropic Impact: Serving as a stepping stone for approximately 100 students who have benefitted from the library's resources and contributed to various sectors.
The Dr. Bhim Rao Ambedkar Library stands as a testament to the transformative power of education, striving to empower individuals from diverse backgrounds and pave the way for a brighter, more equitable future.
The establishment of the Dr. B. R. Ambedkar Library was dedicated to advancing society towards the creation of a foundation based on the principles of equality, freedom, bondage, and justice as outlined in the preamble of the Constitution. Despite strides made, the nation still grapples with a deficit of equality and fraternity. Within society, myriad flaws such as discrimination, hierarchy, division, pretense, and superstition persist, impeding the nation's progress.
The essence of development for any advanced nation lies in scientific inquiry and quality education. Hence, the primary objective of this library is to realize the dreams of Baba Saheb Dr. Bhim Rao Ambedkar, as enshrined in the Indian Constitution, leveraging modern global knowledge.
The Dr. B. R. Ambedkar Library was inaugurated on 14th April 2005, coinciding with the commemoration of Baba Saheb Dr. Ambedkar's birth anniversary, fulfilling his rallying cry of "Educate, Agitate, Organize." However, due to lack of infrastructure, the library couldn't function as intended.
On 14th April 2008, during Dr. Ambedkar's birth anniversary celebration, honorable legislator Shri Kameshwar Nath Das contributed ₹2,00,000 from his MLA fund towards the library's construction. A foundation stone was laid in collaboration with then Deputy Commissioner Shri Manish Ranjan. Inspired by Dr. Ambedkar's philosophy, the people of Deoghar contributed a total of ₹5,60,000 towards the project, and construction commenced.
On 14th September 2014, under the auspices of the Jharkhand government, honorable Minister Shri Suresh Paswan formed a seven-member committee to oversee the library's operations. An additional ₹20,49,616 was approved for the completion of the remaining construction work.
On 20th March 2016, amidst controversy surrounding the installation of Dr. Ambedkar's statue, community leaders joined forces to uphold his teachings, forming a new committee for the library's management. Finally, on 14th April 2017, amidst a grand celebration, the Dr. Ambedkar Statue and Library were unveiled, symbolizing a triumph of collective effort and dedication towards realizing Dr. Ambedkar's vision.
